Bill to give ITD ‘design-build’ authority revived (access required)

A House committee has voted to print a bill that would give the Idaho Transportation Department power to hire contractors through a "design-build" bidding process, allowing administrators to forego a "lowest bidder" approach if it might save time and money. A similar measure passed both chambers of the Idaho Legislature last year by wide margins but ...
