Victory for developers in Hailey annexation ruling (access required)

A federal judge has ruled that local governments cannot overcharge developers when negotiating annexation fees, the first decision of its kind in Idaho. In a 71-page decision from U.S. Bankruptcy Court Judge Jim J.
