Celeste R. Low joins T-O Engineers as aviation project manager

Celeste R. Low has joined T-O Engineers as aviation project manager. She has 25 years of experience on projects at both commercial service and general aviation airports. Her experience encompasses project management, airfield and NAVAID design and construction, as well as federal and state grant procurement. She was recently part of the program management team for the new Williston Basin International Airport (XWA) in Williston, North Dakota.
