Brian Whitlock has led the Idaho Hospital Association since 2015, bringing more than 30 years of communications, government and public relations experience to advocate for community hospitals statewide. His extensive background includes serving as chief of staff and state budget director to Gov. Dirk Kempthorne, where he managed Idaho’s $4 billion budget affecting every resident through hundreds of programs and state agencies.

Before joining IHA, Whitlock served as director of state and regional governmental affairs for Idaho National Laboratory, advocating for nearly 4,000 scientists, researchers and engineers in eastern Idaho. He also held senior staff positions with senators Dirk Kempthorne and Jim McClure.

His deep connections in Idaho’s Statehouse and on Capitol Hill make him a trusted advisor to elected officials and lawmakers.

Whitlock creates health care policies at state and federal levels while working to evolve Idaho’s health care system toward quality and value. He graduated from Brigham Young University in 1985 with a broadcast communications degree.
