Shannon Madsen has led the U.S. Small Business Administration’s Idaho operations for three years, overseeing significant expansion of support to the state’s small business community. Her most recent accomplishment was increasing SBA loan activity by 39% in volume, from 473 to 658 loans, and by 24% in total dollars, growing from $214 million to more than $266 million.

“Beyond the numbers, we’ve built impactful relationships with lenders, business accelerators and economic development partners that have allowed us to expand the reach and effectiveness of our programs,” she said

She holds an MBA from West Texas A&M University and a bachelor’s degree in international affairs with business concentration from Eastern Washington University. Her career has spanned the International Trade Administration, private sector international business development and USDA Rural Development.

Her goals include deeper support for rural communities and bolstering Idaho’s manufacturing sector through new SBA initiatives including the Working Capital Pilot Program and Make Onshoring Great Again Portal.

Madsen said her work requires constant balance and communication.

“Economic shifts, policy changes and evolving small business needs demand adaptability and clear direction,” she said.
