Angela Hemingway brings extensive experience in education, technology and public service to her role as CEO of Girl Scouts of Silver Sage, a position she assumed three months ago. Her career spans classroom teaching, state government leadership and corporate executive roles.

Hemingway previously served as director in the governor’s office and State Department of Education, where she led initiatives impacting 500,000 students and 18,000 educators while securing more than $9 million in funding for STEM and computer science programs. At T-Mobile, she was recognized in the top 1% of employees for leading Project 10Million, a $10.7 billion initiative that connected more than 6 million students and families to digital resources.

Her immediate goals include reigniting Idaho’s volunteer culture and advocating for policy change, particularly eliminating the state tax on Girl Scout cookies, making Idaho the only state with such a tax.

“My work has always been about building bridges: Between education and industry, between policy and practice, and most importantly, between potential and opportunity,” Hemingway said.

A native of southeast Washington, Nikeela Abrams completed a psychology degree from Eastern Washington University before heading to the University of Idaho College of Law to earn her Juris Doctorate. She also holds a certificate in dispute resolution from the Pepperdine School of Law, Straus Institute for Dispute Resolution and today, serves as the founder of Abrams Law and Idaho Mediation Center.

In her role there, Abrams specializes in custody, divorce and child support modifications, and uses her background in psychology to navigate the various emotional difficulties that can come with domestic cases.

Abrams also serves as an Idaho Supreme Court approved mediator and is the founder of Idaho For All, a nonprofit that provides adaptive outdoor recreational equipment to the public to provide better accessibility to explore the Gem State.

She is also a former professional racehorse jockey. Despite having a spinal cord injury in 2018, she is still involved in horse racing as part of the Idaho State Racing Commission.

With a robust background in human resources, education and organizational development, Camille Anderson has been an asset in her role as chief people officer for Idaho Youth Ranch.

She began there serving on the organization’s original HR task force, joined the board of directors in 2021, and then chaired the HR committee for a year. Since joining the organization, Anderson has truly championed the human resources department. She has used her wisdom and business expertise to grow and cultivate its development and has also played a key part in the opening of the Idaho Youth Ranch’s new Residential Center for Healing and Resilience.

Before her involvement with Idaho Youth Ranch, Anderson was a high school English teacher and then served for more than 17 years in various roles for the JR Simplot Company.

Carl Arriola has transformed a small portable sanitation company into a regional operation with 53 employees across three locations in 13 years as founder of PortaPros. The company serves southern Idaho and eastern Oregon from offices in Nampa, Pocatello and Ontario, Oregon.

Arriola’s diverse career began at 14 in food service, followed by military service as both enlisted soldier and officer in the U.S. Army. He later worked for two national public accounting firms after earning his CPA designation before transitioning to entrepreneurship.

In 2012, Arriola purchased ABC Sanitation during the tail end of the Great Recession, facing established competitors and a challenging economy. He grew the business through word-of-mouth by emphasizing clean, reliable and local service. Recent expansion includes opening the Pocatello location and acquiring a Mountain Home company.

Arriola currently serves as president of the Portable Sanitation Association International board.

“The through line in my career has simply been an understanding of the language of business and finding and retaining amazing team members which applies in any industry,” Arriola said.

Emily Baker has built a diverse career spanning government service and private sector leadership across strategic communications and fintech compliance. She co-founded Portman Square Group eight years ago, a premier full-service business intelligence and strategic communications firm adept at navigating the complexities of today’s global economy. 

Baker’s career began working for Gov. Phil Batt before moving to Washington, D.C., where she served in federal roles including administrator of the GSA Northeast region. This government experience managing complex operations provided the foundation for her transition to private sector entrepreneurship. 

Under her leadership, Portman Square Group operates internationally with offices in Taipei, London and Mexico City, earning recognition as Idaho’s fourth fastest-growing company with a PEAK award. She also serves on boards for St. Luke’s Health System and the Boise Metro Chamber of Commerce. 

“My greatest impact may come through my board service with St. Luke’s Health System and St. Luke’s Health Plan, where I help ensure our community has the health care infrastructure that attracts and retains top talent,” Baker said. 

With 23 years serving as the head of Boise Rescue Mission Ministries ― the largest homeless service provider in Idaho ― Rev. Bill Roscoe has made it clear that his heart is for serving people. He said that he came to this career after two decades in the construction industry.

“I felt a call from God to serve at a Rescue Mission in California and joined the staff there,” he explained. “I have continued to seek God’s will for my life and He has clearly led me to continue in Rescue Mission Ministry.

While there have been many highlights and challenges in his role over the years, Rev. Roscoe shares that he’s truly proud of completing a $9.5 million capital campaign to build 58 transitional living apartments in two years, while meeting or exceeding the annual budget of $10 million each year. Under his leadership, the organization serves 200 to 500 people each year across 14 locations to recover from homelessness and return to independent living.
